Article 1

These By-Laws establish an association known as the International Association of Evidence Science, in accordance with the principles laid down by the organizing committee at the 3th International Conference on Evidence Law and Forensic Science in Beijing in 2011.

Article 2

The INTERNATIONAL ASSOCIATION OF EVIDENCE SCIENCE, herein also referred to as the "Association" or as "IAES," is incorporated as a not-for-profit organization in Chicago, United States. Its executive committee shall be located in China University of Political Science and Law, Beijing, China.

Article 3

The Association’s object is to promote the international development of the study of evidence science by encouraging collaboration between evidence scholars and lawyers and forensic scientists and the exchange of information concerning data, publications, and documents; to promote interdisciplinary and international communications; and to plan, organize and administer meetings, facilitate research and the peparation of reports, and other projects for the stimulation and advancement of these and related purposes.

Article 4

To achieve these objects the Association will in particular:
(a)    organize Congresses and international colloquia, decide where they are to be held and indicate the subjects for discussion. Congresses will be held at least every six years and colloquia at least every two years;

（b）cooperate with national and multinational associations of evidence, science, and law;

（c）provide for the publication of an information bulletin concerning the activities of the association, the proceedings at Congresses and colloquia and any other work considered by the executive committee to further the objects of the association.

Article 5

The organs of the Association are:

(a)    the general membership;

(b)    the Council;

(c)    the President;

(d)    five Vice-Presidents;

(e)    the Executive Director.

Article 6

The Association is composed of individual members who have been chosen by the organizing committee and the executive committee. With the aim of ensuring the highest degree of international representation, the number of members may be increased by the Council, but not normally by more than thirty per cent above the previous number. The Council may nominate honorary members from among the most eminent jurists in each of the different families of legal systems. Between Congresses, the executive committee may conduct the affairs of the Association, pending confirmation by the Council following a written procedure.
In addition, any individual member may propose candidates by sending their curricula vitarum to the Executive Director.

Article 7

A general meeting of members is convened by the President on the occasion of Congresses and international colloquia. The general meeting may adopt and modify these Rules and appoints the Council. Its decisions are taken by a majority of the votes cast.

Article 8

The Council comprises the President, the five Vice-Presidents, the members of the executive committee, honorary members and members chosen from different countries in such a way as to ensure representation from the most important families of legal systems. The total number shall not exceed twenty members, excluding the President, the five Vice-Presidents and members of the executive committee. The Council has the exclusive power to consider the organization and academic activities of the Association, to appoint new members, to elect the President, the five Vice-Presidents and the Executive Director and to give instructions for the organization of Congresses and international colloquia.
The Council meets at the holding of Congresses and international colloquia.
The quorum for meeting of the Council is eight members. Decisions are taken by a majority of votes cast. If the vote is tied, the President may cast the deciding vote. The honorary members do not count as part of the quorum. The President may submit the Council’s deliberations to a postal, non-delegable, vote of the members of Council.

Article 9

The president is the representative of the Association in all its external relations and gives effect to the decisions of the general meeting and the Council. It is his/her duty to maintain contact with national and multinational associations having the same objects as the Association. The President convenes meeting of the Council and, in cases of emergency, may adopt, with the consent of the executive committee, appropriate measures, subject to ratification by the Council at its next meeting. He/she remains in office until the conclusion of the Congress following his/her election.

Article 10

The executive committee is appointed by the Council. It comprises a maximum of three members, one of whom is designated Executive Director, who also fulfills the functions of treasures of the association.
The executive committee collaborates with the President in carrying out his/her functions. It replaces the President if he/she becomes incapacitated. If his/her incapacity lasts more than six months, it convenes the Council to select a replacement.

The executive committee remains in office until the conclusion of the Congress following its appointment.

Article 11

The domicile of the Association is that of the Executive Director.

Article 12

The funds of the Association comprise the subscriptions of members and gifts from national and international organizations or from private persons. Subscriptions are fixed by the Council.
